MAYOR’S STATEMENT AS TO COMPLIANCE WITH P.L. 1975
Adequate Notice of this Meeting has been provided according to the Open Public Meetings Act, Assembly Bill 1030. Notice of this Meeting was included in the Annual Meeting Notice sent to the New Jersey Herald and the Daily Record on January 4, 2017 and was placed on the Official Bulletin Board in the Municipal Building.
In the event the Mayor and Council have not addressed all items on this Agenda by 11:00 PM and they are of the opinion that they cannot complete the Agenda in a reasonable time period, the Mayor and Council may exercise their option to continue this meeting at an agreed to date, time and place within ten (10) days of this meeting. Please turn off all cell phones for the duration of this meeting.

MAYOR’S APPOINTMENT OF COREY KUNZER AS POLICE OFFICER
WITH COUNCIL CONCURRENCE
Mayor’s appointment of Corey Kunzer as Police Officer with the Stanhope Police Department with Council concurrence.
BE IT RESOLVED by the Council of the Borough of Stanhope that they do hereby concur with the Mayor’s appointment of Corey Kunzer as a Stanhope Police Officer effective July 10, 2017 at the annual base salary for Step 1A as indicated in the agreement between the Borough of Stanhope and PBA Local 138 dated May 23, 2017 and effective January 1, 2017 through December 31, 2020.
On motion by Councilwoman Kuncken, seconded by Councilwoman Zdichocki and unanimously carried by voice vote, the foregoing resolution was duly adopted.
Mayor Maio stated she is delighted to have a new young police officer on board. Mayor Maio invited Corey Kunzer to come forward.
OATH OF OFFICE
Ursula Leo, Borough Attorney, administered the Oath of Office to Corey Kunzer as Stanhope Borough Police Officer.
Mayor Maio stated Officer Kunzer is joining the Borough’s Police Department with a degree in Criminal Justice. Mayor Maio stated the Borough is proud to have him and wished him good luck at the academy and luck and success when he comes back to the Police Department. There are many good role models here. Officer Kunzer extended his thanks and appreciation to everyone attending this evening.
CITIZENS TO BE HEARD
Mayor Maio opened the meeting to the public after advising attendees there is a five (5) minute time limit for each speaker.
Rana Degil, 4 Delaware Avenue, stated there is a problem on her street with the speed cars are traveling. The street does not have a speed limit sign posted and there are a lot of children in the area. Many children walk on this road to get to and from school. Ms. Degil requested a speed limit sign be installed and speed bumps on both sides. Ms. Degil is concerned that someone is going to be hurt. Grove Road has a 15mph speed limit sign and the children also walk this road to and from school. The block behind Delaware Avenue does not have a speed limit sign either and children are in this area as well. Mayor Maio stated the Governing Body appreciates her concern and they are aware of the problem. Administrator McNeilly stated the signage would have to be addressed by the Borough Engineer. The enforcement has to be addressed by the Police Department. Administrator McNeilly stated when it comes to speeding on these streets, 99% of the time the speeder lives in the neighborhood, in the borough and is a parent. When school begins in the fall the speed trailer is usually placed on Delaware Avenue to draw attention to the fact that they are now on a side road with a 25mph speed limit. Barring having a police officer stationed there all the time, you just cannot stop what happens there.
Ms. Degil stated going toward Brooklyn Road at Overlook Road there is a hill and the cars cannot possibly see what is over the hill. Councilwoman Kuncken stated she lives in the neighborhood and understands her concerns. Much discussion took place about the traffic issues in the area. Mayor Maio stated if no speed limit sign is posted the speed limit is 25mph. The police in the past have been stationed in specific areas for several days in a row and ticketed people for speeding. This does make people aware. Ms. Degil stated she is of the opinion speed bumps will slow people down because they care about their cars. Mayor Maio stated speed bumps have pluses and minuses and in a residential area they are not the best solution. They are a detriment in some instances especially for the fire department and the ambulance squad. The best solution would be to have people acknowledge the fact the area is a 25mph zone.
Administrator McNeilly stated he will send an email to the Police Chief making him aware of the concern for the speed on Delaware Avenue. Administrator McNeilly stated he will ask the Borough Engineer to look at the entrance way to Delaware Avenue to make sure it has the appropriate signage. Ms. Degil stated there are areas of Delaware Avenue which do not have sidewalks and the children walk in the road. Much discussion took place regarding the traffic. Councilwoman Kuncken asked Ms. Degil to come back in a month or so to update the Governing Body. This is a good time of year to get something put in place while school is closed. Administrator McNeilly stated parking cars in the road does help to slow the traffic by narrowing the road. The Governing Body thanked Ms. Degil for attending tonight’s meeting and brining this issue to their attention. Ms. Degil thanked the Mayor and Council and stated she will come back in the future.
Seeing no one further from the public wishing to speak, Mayor Maio closed this public portion of the meeting.

COUNCIL COMMITTEE REPORTS
Public Safety – Councilwomen Kuncken/Thistleton
(Police, Fire, Ambulance, Court & Violations Bureau, Emergency Management)
Councilwoman Kuncken stated the Fire Department for the month of May reported 5 calls for a total of 56.75 man hours, 2 drills, 1 meeting and 224.75 volunteer hours.
Councilwoman Kuncken stated the Police Department reported a total of 483 calls.
Councilwoman Kuncken stated the Ambulance Squad for the month of April had 63 calls answered; 25 in Stanhope, 37 in Netcong and 2 standbys. There were 4 out of town calls to Hopatcong. There were 18 ALS patients and 33 BLS patients for a total of 51 patients. There were 41 trips to the hospital. The squad travelled 1,167 miles. Volunteer hours totaled 309 hours and 21 minutes. There was no assistance by police or fire.
Councilwoman Kuncken stated the Ambulance Squad for the month of May reported 55 calls answered; 25 in Stanhope and 30 in Netcong. There was 1 out of town call to Byram and 4 to Hopatcong for a total of 5. They treated 54 patients. There were 46 trips to the hospital. The squad travelled 1,282 miles. Volunteer hours totaled 285 hours and 29 minutes. There was no assistance by police or fire.
Finance & Administration – Councilman Romano/Councilwoman Kuncken
Councilman Romano stated for May the month to date tax collected is $1,820,081.25. The year to date is $5,702,582.11. The percentage of collection is up slightly for both quarters. The first quarter taxes collected were 97.565% and the second quarter taxes were at 94.039%. The Borough is solvent.
Councilman Romano stated the total water collections for May were $14,150.97. The total sewer collections for the month of May were $20,732.28.
Community Development – Councilwoman Zdichocki/Councilman Thornton
(Zoning, Construction, Code Enforcement, Economic Development, Chamber of Commerce, Downtown Revitalization)
Councilwoman Zdichocki stated the Zoning and Code Enforcement report for the month of May states that 11 zoning permit applications were received. A total of 9 violations were issued. As of May 31st a total of $21,500 has been collected for vacant/abandoned property registrations.
Municipal Infrastructure – Councilman Thornton/Councilwoman Zdichocki
(Water Distribution, Sewer Collection System, Road Construction & Maintenance, Buildings & Grounds)
Councilman Thornton stated he, Mayor Maio, Administrator McNeilly and Jason Titsworth, Acting DPW Superintendent, met last Tuesday to discuss the list of DPW projects for the summer. There are no major projects which need to be undertaken at this time. At a previous meeting which was held in the fall, a discussion had taken place regarding the possible replacement of one of the trucks. The truck has been repaired and is running very well. A replacement will not be necessary.

Boards/Commissions – Councilwoman Thistleton/Councilman Depew
Councilwoman Thistleton thanked everyone, including the Recreation Commission, for their assistance with the Miss Stanhope Contest. The weather was beautiful but a little hot that day. The winner of the contest is Catherine Barry.
Councilwoman Thistleton stated Family Fun Day is coming up on July 9th from 12 – 4pm. This year instead of hiring a band to perform there will be a DJ.
ADMINISTRATOR’S REPORT
Salmon Park Fence – Administrator McNeilly stated he has asked Eric Keller, Borough Engineer, to provide cost estimates and project scope for observation and installation of the Salmon Park Fence.
Main Street Crosswalks – Administrator McNeilly stated the CFO, Dana Mooney, and Eric Keller, Borough Engineer, have prepared the purchase order for the Main Street crosswalks and Lakeside Construction has been scheduled to begin work after July 4th. The Governing Body will have to authorize going out to bid for the crosswalk surface. Mayor Maio stated the resolution for the authorization to go to bid can be prepared for the next scheduled meeting.
Lakeside Park – Administrator McNeilly stated the DPW has installed the garbage and recycling containers at Lakeside Park. Dana Mooney, CFO, has ordered the picnic table.
Dell Road Park – Administrator McNeilly stated Jason Titsworth, Acting DPW Superintendent, is coordinating some needed repairs and cleaning at Dell Road Park. The Shade Tree Commission was notified that a tree needs to be removed. Mayor Maio stated during her annual visit with the third grade students at Stanhope School, one of the students, who utilizes the park said it is grungy and it’s not a good park. Mayor Maio stated she and Administrator McNeilly went to look at the park and in fact the boy was correct. The park needs a good cleaning and there was a crab apple tree that had to be removed. Administrator McNeilly stated some temporary repairs were made during the safety inspection. The backboard will be painted and a net installed. The lights will be checked to make sure they are working. The fence does not provide an opening for a backhoe to access the property to remove the stump.
Lutheran Church – Administrator McNeilly has spoken with the current President of the Lutheran Church and he indicated the church governing body would review the Borough’s request for trail access. Administrator McNeilly will send a letter to the church describing the plan and the trail map of what was envisioned years ago.
Sewer Flow Project – Administrator McNeilly stated Eric Keller, Borough Engineer, is still analyzing locations for temporary meters. Mr. Keller is concerned there are infiltration possibilities on both sides of the Borough. Jason Titsworth, Acting DPW Superintendent, continues to have the suspect section of pipe cleaned and inspected. The DPW is continuing to camera suspect areas. In the future we may need the Construction Department to include the inspection of sump pumps when doing Certificate of Habitability inspections. Administrator McNeilly will speak with the Construction Official.
Family Fun Day – Administrator McNeilly stated a request was received for the DPW’s assistance for Family Fun Day and to have the road closed. Jason Titsworth, Acting DPW Superintendent, will schedule the necessary DPW employees for the day. The DPW will also arrange for the water, electric, the canopies and the road closure horses. Administrator McNeilly asked the Governing Body for approval of the road closure for Family Fun Day.
On motion by Councilman Romano, seconded by Councilwoman Kuncken, and unanimously carried by voice vote, approval was granted for the road closure during Family Fun Day.
Scanning of Records – Administrator McNeilly stated he has requested a quote for the cost to scan the Borough’s records. Possible dates for a presentation have also been requested.
Defibrillator – Administrator McNeilly stated he does not have any additional information regarding the defibrillator at this time.
COUNCIL DISCUSSION
Defibrillator (Borough Hall) – Mayor Maio stated the discussion regarding the defibrillator will be rescheduled for the July Work Session Meeting.
Municipal Parking Regulations (Permit Parking Hours 6:00PM to 7:00AM) – Mayor Maio stated the municipal parking regulations were discussed at the last Mayor and Council Meeting. Parking stickers are sold, particularly for the Kelly Place Lot, and the permit is only required for the hours from 4am – 6am, which just does not seem right. Mayor Maio suggested the permits be issued so they are valid from 6pm – 7am. Councilman Romano apologized for not being in attendance at the last meeting when this was discussed however, he is of the opinion that the Borough should not be arbitrating who can and cannot park in these areas. Councilman Romano stated it may not be the best way to resolve the issue but he suggested not issuing permits for parking. The sign posted at the lots is very confusing. Administrator McNeilly stated the permit does not guarantee you a spot to park but if you are in the lot between the hours of 4am-6am, you will not receive a ticket. Mayor Maio stated the Borough encourages residential rentals above the businesses in town and we do not have any parking. Mayor Maio is of the opinion this is not right. We need to have parking. Much discussion took place regarding the parking lots and permits. The time frame on the lot is the same as on the street. Administrator McNeilly stated there are going to be issues between the business parking hours and residential parking. Councilman Romano is of the opinion selling a permit and not being able to back it up is unacceptable. Councilman Thornton agrees with Councilman Romano that the two hour limit during the day should remain and no permits should be issued. Councilwoman Kuncken stated when the policy is changed it is necessary to make sure enforcement is doable. Mayor Maio stated the Police Chief has stated to her the parking lot issues are a problem for his department. Mayor Maio stated in her opinion as of January 1st the signage should be changed to just a two hour parking limit during the day. Mayor Maio asked Administrator McNeilly to speak with the Police Chief for his input and will the change cause any problems. Mayor Maio stated the changes would be made for the Kelly Place Lot and the spots behind the deli area.
Fire Department Bucket Drop – Councilwoman Kuncken stated this weekend the Fire Department will be conducting the bucket drop fund raiser. They will be stationed on the side roads, Brooklyn Road, Dell Road and Sparta Road. We hope they do well.
Tilcon – Administrator McNeilly stated he received an email from Eric Keller, Borough Engineer, this afternoon. In the email, Tilcon stated if the Borough can prepare the road, Tilcon will mill the road on Thursday, June 29th and paving can be done on Friday June 30th. The next available date would be in September. The paving is for Linden Avenue at Route 183 to the mouth of Elizabeth Avenue, McKinley Street from Linden Avenue to the top by Brooklyn Road and Hill Road on the other side. Aside from the bucket drop which would pose a problem, the Borough is not ready with catch basins and water boxes. The biggest catch basin problem is at the mouth of Brooklyn Road and McKinley Street. That will require lane closure. The information was forwarded to Tilcon and they responded by asking when will the Borough be ready to move forward. Administrator McNeilly stated he then spoke with Jason Titsworth, Acting DPW Superintendent, and he determined the roads will be ready by the week of July 17th. Tilcon has been notified. Administrator McNeilly is of the opinion the milling and paving will be done before September.
Fox – Mayor Maio stated there was an incident with a fox in the Borough. We are waiting for the results of the rabies test. Administrator McNeilly stated Animal Control was contacted and they are active. Once the confirmation is received regarding the rabies test, a Nixle will be sent out, the links for the County page will be provided, Fact pages and how to safeguard pets will be provided. The County Health Department will also be assisting. Last time the Borough had a problem with the rabid foxes; there were 100 confirmed cases in the State of NJ. Five of the cases were in Stanhope. Updates will be provided as available.
Stanhope School Correspondence – Mayor Maio stated correspondence received from Stanhope School this week indicates that the Borough, from July 2017 to July 2018, their fiscal year; will be collecting and giving them $4.4 million dollars. The actual amount is $4,431,131.00. Administrator McNeilly stated the Borough’s municipal budget is approximately that amount. Mayor Maio stated it does not seem possible that it should cost $4.4 million plus dollars to educate 325 children. The Borough is spending $4+ million dollars to maintain a community of 3,600 people and provide all the services. Administrator McNeilly stated the school has received a lot more State funding also. Mayor Maio stated there is something dramatically wrong. The population is decreasing and the school is not reducing their budget. Mayor Maio stated it is frustrating to have to answer to the public when they state their taxes are too high. This is the reason why. Mayor Maio stated she received information today from Dana Mooney, CFO, informing her that Lenape Valley’s tax levy is down two tenths of a percent this year and Stanhope School is up 2.23%. Administrator McNeilly stated Lenape Valley has probably decreased due to the population.

RESOLUTIONS
Mayor Maio offered the following resolutions which were read by title:
Resolution 115-17
RESOLUTION ATTESTING THAT THE STANHOPE GOVERNING BODY HAS COMPLIED WITH THE PROMULGATION OF THE LOCAL FINANCE BOARD OF THE STATE OF NEW JERSEY RELATIVE TO THE 2016 ANNUAL REPORT OF AUDIT
WHEREAS, N.J.S.A. 40A: 5-4 requires the governing body of every local unit to have made an annual audit of its books, accounts and financial transactions, and
WHEREAS, the Annual Report of Audit for the year 2016 has been filed by a Registered Municipal Accountant with the Borough Clerk pursuant to N.J.S.A. 40A: 5-6, and a copy has been received by each member of the governing body; and
WHEREAS, R.S. 52:27BB-34 authorizes the Local Finance Board of the State of New Jersey to prescribe reports pertaining to the local fiscal affairs; and
WHEREAS, the Local Finance Board has promulgated N.J.A.C. 5:30-6.5, a regulation requiring that the governing body of each municipality shall, by resolution, certify to the Local Finance Board of the State of New Jersey that all members of the governing body have reviewed, as a minimum, the sections of the annual audit entitled “Comments and Recommendations; and
WHEREAS, the members of the governing body have personally reviewed, as a minimum, the Annual Report of Audit, and specifically the sections of the Annual Audit entitled “Comments and Recommendations”, as evidenced by the group affidavit form of the governing body attached hereto; and
WHEREAS, such resolution of certification shall be adopted by the Governing Body no later than forty-five days after the receipt of the annual audit, pursuant to N.J.A.C. 5:30-6.5; and
WHEREAS, all members of the governing body have received and have familiarized themselves with, at least, the minimum requirements of the Local Finance Board of the State of New Jersey, as stated aforesaid and have subscribed to the affidavit, as provided by the Local Finance Board; and
WHEREAS, failure to comply with the regulations of the Local Finance Board of the State of New Jersey may subject the members of the local governing body to the penalty provisions of R.S. 52:27BB-52, to wit:
R.S. 52:27BB-52: A local officer or member of a local governing body who, after a date fixed for compliance, fails or refuses to obey an order of the director (Director of Local Government Services), under the provisions of this Article, shall be guilty of a misdemeanor and, upon conviction, may be fined not more than one thousand dollars ($1,000.00) or imprisoned for not more than one year, or both, in addition shall forfeit his office.
NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough of Stanhope, hereby states that it has complied with N.J.A.C. 5:30-6.5 and does hereby submit a certified copy of this resolution and the required affidavit to said Board to show evidence of said compliance.

RESOLUTION APPROVING SUBMISSION OF THE CORRECTIVE ACTION PLAN FOR THE YEAR ENDED DECEMBER 31, 2016 TO THE STATE OF NEW JERSEY, DIVISION OF LOCAL GOVERNMENT SERVICES
WHEREAS, all municipalities operating under the Local Fiscal Affairs Law must prepare and submit a Corrective Action Plan as part of their annual audit process, and
WHEREAS, the Borough of Stanhope has by Resolution accepted the 2016 audit as prepared and presented by the Borough Auditors, and
WHEREAS, Dana Mooney, the Chief Financial Officer for the Borough of Stanhope has prepared a Corrective Action Plan to address the findings and recommendations for the 2016 audit and presented copies of same to the Mayor, Council, and Administrator,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope, in the County of Sussex, that the Corrective Action Plan, attached hereto and made a part hereof, be approved for submission to the Division of Local Government Services.

WHEREAS, the liquor license renewal applications submitted are complete in all respects, the renewal fees have been paid, Tax Clearance Certificates received, the licenses have been reviewed, and the premises inspected;
NOW, THEREFORE, BE IT RESOLVED that the statutory requirements thereto having been fulfilled, the applications for renewal of liquor licenses be granted and the Borough Clerk be authorized to complete, sign and deliver said licenses on behalf of the Mayor and Council to the below named applicants, said licenses being renewed for the period July 1, 2017 to June 30, 2018 in the Borough of Stanhope, County of Sussex, New Jersey:

RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE AUTHORIZING REFUND OF UNUSED ESCROW FUNDS
WHEREAS, CBS Outdoor LLC had placed funds on deposit in escrow with the Borough of Stanhope for a “D” variance for Block 11701, Lot 11 in January 2014; and
WHEREAS, the Land Use Board has stated the that application is complete and there is no further billing forthcoming; and
WHEREAS, there are unused funds in the amount of $234.46.
NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Stanhope, that a warrant be drawn to CBS Outdoor LLC in the designated amount representing a refund of unused escrow funds, as follows:

MAYOR’S DECLARATION OF RECREATION COMMISSION
VACANCY WITH COUNCIL CONCURRENCE
WHEREAS, Stacy Bernabei was heretofore appointed to the Recreation Commission of the Borough of Stanhope; and
WHEREAS, the Mayor has been advised by the Recreation Commission that Stacy Bernabei has not attended the past four consecutive meetings and has failed to respond to any communications; and
WHEREAS, Stacy Bernabei has not submitted a written resignation to the Commission or to the Mayor; and
WHEREAS, the Mayor has declared the Recreation Commission seat of Stacy Bernabei vacant for her failure to attend Recreation Commission meetings.
NOW, THEREFORE, be it resolved that the Governing Body does hereby concur in the Mayor’s Declaration of vacancy of the seat of Stacy Bernabei on the Stanhope Borough Recreation Commission.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE ACCEPTING DONATED ROADSIDE SERVICES
WHEREAS, C&L Towing Service recently provided roadside assistance for the Stanhope Police Chief’s vehicle that had become disabled; and
WHEREAS, C&L Towing Service charged the battery of the vehicle at the site; and
WHEREAS, C&L Towing Service wishes to donate their service and rendered a bill to the Stanhope Police Department in the amount of $0.00;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope that the Borough hereby accepts the offer from C&L Towing Service to donate their roadside assistance service, with appreciation.

RESOLUTION AUTHORIZING REFUND OF REDEMPTION MONIES
TO OUTSIDE LIEN HOLDER
WHEREAS, the Tax Collector has received payment for the redemption of Tax Title Lien No. 2014-013, representing 2013 property taxes and/or utility charges on Block 11008, Lot 2, known as 12 Maple Terrace, assessed to Stephen G & Georgia A Moodie, and;
WHEREAS, the Tax Collector certifies that reimbursement is now required to be made to the following lien holder for the required redemption amounts as shown below:

RESOLUTION AUTHORIZING BOROUGH OF STANHOPE TO APPLY FOR NEW JERSEY DIVISION OF HIGHWAY TRAFFIC SAFETY – DRIVE SOBER OR GET PULLED OVER STATEWIDE LABOR DAY CRACKDOWN
WHEREAS, the New Jersey Division of Highway Traffic Safety has established a grant program to provide funding for police officer overtime for special enforcement patrols targeting impaired drivers; and
WHEREAS, the program is a grant program that requires an application to the New Jersey Division of Highway Traffic Safety; and
WHEREAS, impaired driving remains a significant issue; and
WHEREAS, the Stanhope Borough Police Department wishes to apply for the grant;
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Stanhope that the Borough may apply for a New Jersey Division of Highway Traffic Safety – Drive Sober or Get Pulled Over Statewide Labor Day Crackdown grant; and
BE IT FURTHER RESOLVED, that the Mayor or other appropriate Borough Officials are hereby authorized to execute the grant application on behalf of the Borough of Stanhope.
Resolution 124-17
RESOLUTION AUTHORIZING BOROUGH OF STANHOPE POLICE DEPARTMENT TO APPLY FOR NEW JERSEY OFFICE OF ATTORNEY GENERAL – DETECTIVE MATTHEW L. TARENTINO COMMUNITY POLICING GRANT
WHEREAS, the New Jersey Office of the Attorney General has established the Detective Matthew L. Tarentino Community Policing Grant, which is to provide aid to police departments who wish to enhance and improve relationships with their communities through community policing; and
WHEREAS, the grant program may award up to $10,000 to a police department and an application is to be submitted to the New Jersey Office of the Attorney General; and
WHEREAS, the Borough of Stanhope has previously used Millennium Strategies, LLC to assist the Borough in various grant applications; and
WHEREAS, the Stanhope Borough Police Department wishes to apply for the grant with the assistance of Millennium Strategies, LLC;
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Stanhope that the Borough of Stanhope Police Department is authorized to apply to New Jersey Office of the Attorney General for the Detective Matthew L. Tarentino Community Policing Grant with the assistance of Millennium Strategies, LLC; and
BE IT FURTHER RESOLVED, that the Mayor or other appropriate Borough Officials are hereby authorized to execute the grant application on behalf of the Borough of Stanhope and the Borough Police Department.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE AUTHORIZING PAYMENT OF BILLS
WHEREAS, the Chief Finance Officer has certified that funds are available in the proper account; and
WHEREAS, the Chief Finance Officer has approved payment upon certification from the Borough Department Heads that the goods and/or services have been rendered to the Borough;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope that the current bills list, dated June 27, 2017 and on file and available for public inspection in the Office of the Chief Finance Officer and approved by the Chief Finance Officer for payment, be paid.

Mayor Maio opened the meeting to the public after advising attendees that there is a five (5) minute time limit for each speaker.
