Adequate Notice of this Meeting has been provided according to the Open Public Meetings Act, Assembly Bill 1030. Notice of this Meeting was included in the Annual Meeting Notice sent to the New Jersey Herald and the Daily Record on January 6, 2016 and was placed on the Official Bulletin Board in the Municipal Building.
In the event the Mayor and Council have not addressed all items on this Agenda by 11:00 PM and they are of the opinion that they cannot complete the Agenda in a reasonable time period, the Mayor and Council may exercise their option to continue this meeting at an agreed to date, time and place within ten (10) days of this meeting. COUNCIL COMMITTEE REPORTS
Public Safety – Councilwomen Kuncken/Thistleton
(Police, Fire, Ambulance, Court & Violations Bureau, Emergency Management)
Councilwoman Kuncken stated the Fire Department for the month of February reported 8 calls, 190 man hours, 4 mutual aid calls, 1 meeting and 293.5 hours volunteered.
Councilwoman Kuncken stated the Police Department for the month of February reported a total of 361 calls.
Councilwoman Kuncken stated the Ambulance Squad for the month of February reported 17 calls in Stanhope, 35 calls in Netcong and 0 stand-bys for a total of 52 in-town calls. There were 3 calls to Hopatcong and 2 calls to Mt. Olive for a total of 5 out of town calls. There were 20 BLS patients and 9 ALS patients and a total of 29 trips to the hospital. The squad travelled 975 miles and had 230 hours and 53 minutes of volunteer hours. The squad had 2 assists from the Netcong Fire Department.
Finance & Administration – Councilman Romano/Councilwoman Kuncken
Councilman Romano reported the taxes year to date total $2,690,322.71 which is slightly ahead of last year’s figure of $2,601,577.99.
Councilman Romano reported the water collections year to date total $39,507.89. The sewer collections year to date total $59,068.48.
Mayor Maio stated the Homestead Rebate for 2013 will be applied to the May 1st tax bills. The Finance Department will be mailing out the revised tax bills. Mayor Maio stated several people have sold their homes and have asked how the rebate is handled in that situation. Mayor Maio stated in the event someone inquires, they should be instructed to contact Dana Mooney, Tax Collector.
Community Development – Councilwoman Zdichocki/Councilman Thornton
(Zoning, Construction, Code Enforcement, Economic Development, Chamber of Commerce, Downtown Revitalization)
Councilwoman Zdichocki reported there was 1 Zoning Permit application for the month of February and 8 notices of violations were issued.
Councilwoman Zdichocki stated she attended two meetings with Mayor Maio and Administrator McNeilly. One meeting was held at the dam and the other was held at the park.
Municipal Infrastructure – Councilman Thornton/Councilwoman Zdichocki
(Water Distribution, Sewer Collection System, Road Construction & Maintenance, Buildings & Grounds)
Councilman Thornton reported that he, Mayor Maio, Administrator McNeilly and Borough Engineer Eric Keller met with Don DeLuca regarding the Dam Reconstruction Project. The Borough made it known that we were not pleased with the fact the Borough was not consulted for the initial planning of the reconstruction. The good news is the reconstruction will not be done straight across and will not obstruct the path leading to the sidewalk on Route 183. Councilman Thornton stated Mr. DeLuca was open to the idea of incorporating a landscape plan to enhance the appearance. After the meeting everyone, along with Councilwoman Zdichocki, went to Hopatcong State Park to view the type of rip rap Mr. DeLuca was referencing. Mayor Maio shared a picture of the rip rap used at Hopatcong State Park. Councilman Thornton stated the rip rap will look better than what exists now.
Mayor Maio stated the look of the rip rap is much more natural in appearance than what was originally described. The landscaping plan was requested in part because a minimum of four to five trees are going to be removed from the Borough’s property toward the Route 183 side of the Towpath. The Borough has requested a landscaping plan which will take into account the loss of the trees and plantings for the bank on the Main Street side of the canal. The bank is eroding and plantings would be beneficial. Administrator McNeilly stated he will contact Mr. DeLuca by Thursday to provide him with the Borough’s requests. The Borough would like a landscape plan and a defined path with a permanent wearable surface. This is the first dam project Mr. DeLuca will be working on where the property is not completely owned by the State. This project will impact Borough property and private property at the church.
Mayor Maio stated during the meeting Mr. DeLuca stated they already have approval from SHPO (State Historic Preservation Office). We stated it was interesting that SHPO had given approval for work to be done on private property without contacting the property owner for permission. Administrator McNeilly stated at the meeting no easement or movement forward will happen until their application to SHPO is approved. Mayor Maio stated Mr. DeLuca indicated if everything goes forward according to his plan, the project could begin this fall. Administrator McNeilly stated Eric Keller has provided his recommendations in a letter received today.
Information Technology – Councilmen Depew/Romano
Councilman Depew stated a technology meeting was held yesterday with another website developer. Over the past year, five companies have been consulted. The Technology Committee is recommending Curio Electro. A spreadsheet comparing the five companies was distributed to the Governing Body. Councilman Romano stated in his opinion Curio Electro is the best option. Curio Electro met most of our requirements, they are a local company and the only one which can offer an email service.
Mayor Maio stated the email situation within the Borough is becoming horrendous. Curio Electro can make the transition for the Borough. The recommendation is to use Google Apps which Byram Township and Netcong Borough are already using. Mayor Maio stated Google Apps is user friendly, cloud based and there are no capacity issues. Mayor Maio stated the subject of the website will be added to Council Discussion for a formal discussion.
Boards/Commissions – Councilwoman Thistleton/Councilman Depew
Councilwoman Thistleton stated the Board of Health will be holding the free rabies clinic at the Firehouse on Friday, April 8th.
Councilwoman Thistleton stated the Recreation Commission held a dance on March 18th which was attended by approximately 60 children, most of whom were from Byram Township. The Easter Egg Hunt was held on March 19th. This event was a big success enjoyed by the children and the parents.
Councilwoman Thistleton read a letter which was sent regarding the egg hunt. The letter stated the following: “I was not sure who to send this to, but I am hoping the information is shared with the town leaders. My husband and I have lived in the Borough for almost nine years. We have attended many of the events sponsored by the Recreation Commission. Over the years, we have attended more and more of the events. My sons enjoy attending the Egg Hunt, the Halloween Parade, Family Fun Day, the Christmas Tree Lighting, and even Stanhope Day. I hope the town continues these events, as I believe that they bring the town together. I would also like to thank Maria, who has always made us feel welcome at all of the events. Thank you for keeping the small town feel in an ever changing world.”
Councilwoman Thistleton extended her thanks to all the members of the Recreation Commission who all worked hard that day. Mayor Maio stated it was a very good day. Councilwoman Zdichocki extended her thanks to Mayor Maio and Councilwoman Thistleton for their help with the Easter Egg Hunt. Thanks were also extended to the Fire Department for their assistance with crowd control.
Councilwoman Thistleton stated the Recreation Commission is sponsoring a bus trip to the Sands Casino on April 23rd. Seats are still available.
Administrator McNeilly stated he did reply back to the resident who sent the letter and thanked her for her kind words. Mayor Maio stated the Fire Department assisted this year for the first time and the Ambulance Squad once again transported the Easter Bunny safely to and from the event. Mayor Maio extended her thanks to all the volunteers.
ADMINISTRATOR’S REPORT
DPW Sewer Jet – Administrator McNeilly stated the new sewer jet has been received. The vendor trained the Borough staff and they immediately put the sewer jet into service clearing storm drains in the school area. A second crew followed close behind making catch basin repairs. Additionally, a sewer backup on the corner of Lloyd Avenue and Brooklyn Road was cleared using the new sewer jet.
Administrator McNeilly stated DPW is in the process of cleaning and clearing the detention basins. Work is complete on Sagamore Road. Work will begin on Towpath Lane next. This area catches all the grit placed on Brooklyn Road by the County. In some areas the catch basin contains over two feet of grit. The County continues to put down grit without removing it as per State requirement.
Annual JIF Public Officials Training – Administrator McNeilly stated Wayne Dietz is once again providing the annual training for the JIF Public Officials. The training will be held at Hopatcong Borough Hall during the third or fourth week of April. JIF will provide a $250 premium rebate for every public official who attends.
Hepatitis B Vaccine – Administrator McNeilly stated arrangements have been made with Sussex County to provide first responders with the required shots for the Hepatitis B Vaccine.
Website – Administrator McNeilly stated the Technology Committee has completed its review of potential vendors. Five vendors were reviewed. Administrator McNeilly provided a spreadsheet for comparison.
Route 206 Reclassification – Administrator McNeilly stated the Engineer has submitted his letter of request to the State of NJ for the reclassification of Route 206 which includes the access points and the speed limit reduction request.
Stanhope School – Administrator McNeilly stated he has received a letter from Timothy Nicinski, Superintendent of Stanhope School, who would like to attend the April 12th Mayor and Council meeting. The DPW assisted Stanhope School with the removal of some large concrete pieces that had encroached onto private property. A neighbor voiced a complaint however the school did not have the equipment to correct the situation. Administrator McNeilly stated Mr. Nicinski likes to personally attend the Mayor and Council meetings to extend his thanks.
COUNCIL DISCUSSION
Stanhope School Arbor Day Program – Mayor Maio stated the Stanhope School has extended an invitation for the Governing Body to attend their Arbor Day Celebration. The letter states the Valley Road School would like to honor the members of the Governing Body at this celebration on April 29th at 1:15PM. All the members of the Governing Body stated they will be attending. Mayor Maio asked the Clerk to RSVP to Stanhope School.
Fingerprinting (Recreation Commission) – Mayor Maio stated Administrator McNeilly has provided information regarding the fingerprinting process.
Mr. Stein stated there are two statutes in play regarding the fingerprinting issue. One statute allows the Borough to require background checks for any reason deemed appropriate. An ordinance is already in effect for background checks for applicants of the Fire Department and the Ambulance Squad. There is a separate statute that allows youth service organizations to require background checks of volunteers. It is permissive. It is not mandatory. Mr. Stein stated some towns, such as Byram Township, have adopted ordinances requiring background checks for any township sponsored or youth service organization or youth service organization which utilizes township facilities. Mr. Stein stated requiring background checks for members of the Recreation Commission or for all youth service organizations and all their volunteers can be done.
Mayor Maio stated initially the Governing Body was interested in background checks for the Recreation Commission. Mr. Stein stated the current ordinance can be amended to include the Recreation Commission members with the applicants for the Fire Department and Ambulance Squad. Mayor Maio asked the Governing Body to review the information for future discussion.
Councilwoman Zdichocki stated the ordinance needs to indicate the background check is for Recreation Commission members only, not volunteers. Administrator McNeilly stated the alternates need to be included in the ordinance. Mayor Maio asked the Clerk to add this topic for discussion at the next scheduled meeting.
Sagamore Road – Mayor Maio stated an email has been received from Eric Keller, Borough Engineer, regarding the intersection from Spencer Street up through the cul de sac on Sagamore Road. Mr. Keller’s email contains pricing information but no recommendation. Administrator McNeilly stated Mr. Keller still has to inspect the area. Mayor Maio stated the email states milling and paving costs for this section of Sagamore Road would cost $36,000.
Councilman Depew asked what surface was used on Sagamore Road from Maple Terrace to Spencer Street. Mayor Maio stated the original road was resurfaced with oil and stone. Mayor Maio stated the complaints received have been with regard to the cul de sac. The DPW has done considerable work in picking up the loose stone.
The Governing Body will have to make a determination regarding whether or not the cul de sac should be paved or leave it as is. Mayor Maio stated this issue will be discussed again once Mr. Keller’s recommendation is received.
Chamber of Commerce (Silent Auction) – Mayor Maio stated the Stanhope Chamber of Commerce has sent a letter requesting a donation from the Governing Body for the Silent Auction in June. Last year each member donated $20.00. The donation will remain the same for this year. Mayor Maio asked the Governing Body to give their donation to the Clerk.
Report on Musconetcong Dam Repairs – Mayor Maio stated the Musconetcong Dam Repairs were discussed earlier in the meeting. Mayor Maio asked if there were any additional questions. There were none.
Good Stuff (Memorial Park) – Mayor Maio stated she has begun referencing the park behind the Enrite Station/Route 183 Park/Musconetcong Park as Memorial Park. Many years ago the Borough decided to call this the Memorial Park. This name will be used for the time being but may be changed in the future. Mayor Maio stated Councilwoman Zdichocki is chairing the committee which will be coordinating volunteer efforts for the park. Administrator McNeilly stated on Friday morning they walked the site to determine what can be done to beautify the park. The Borough needs to find a way to keep the cars in the parking lot and not at the water’s edge. In April this area will be part of Clean Up Day. There is vegetation and debris which needs to be removed. Administrator McNeilly stated the Shade Tree Commission will inspect the trees in April with the Forrester to provide the Borough with recommendations. Bill Storms, DPW Superintendent, is in the process of obtaining the cost for putting stone down in the parking lot. Mr. Storms will also obtain specifications for a low posted fence with roping to keep people from driving across the grass. Administrator McNeilly stated if donations of planters or benches are offered, the plans will be provided to the Governing Body for approval. Mayor Maio stated there was a discussion about removing the light pole in the middle of the park as well as relocating the JCP&L Cobra light to the edge of the park.
Mayor Maio stated there is a great deal of work to be done and the Borough is making good progress. Councilwoman Kuncken asked how the work to be done will be funded. Mayor Maio stated funding has not been determined as yet.
Environmental Commission (ANJEC Grant) – Mayor Maio invited John Rogalo, Chairman of the Environmental Commission, to come forward. Mr. Rogalo stated there are Open Space Stewardship Grants available annually for up to $1,500 which support projects which do both of the following: advance local open space stewardship and help raise the profile of the Environmental Commission in the community through publicity and public participation or collaboration with local groups on a project. Mr. Rogalo described the additional requirements for submitting and receiving the grant. Mr. Rogalo stated Mike Balogh has prepared a map with pictures. The Environmental Commission would like to submit a grant application for low impact fencing and for the purchase of native shrubs to prevent people from driving through the area. The grant is due by April 1st. Mr. Rogalo stated the grant will also cover the cost of a kiosk which could detail the history of the canal lock going into the lake and the other side could display the Borough’s trails. Mayor Maio stated the Governing Body is in favor of a kiosk however that will require various approvals. For the purposes of this grant application only the fencing and plantings should be requested. Mr. Rogalo stated the grant application request will be $1,000 or less. No funds are being requested from the Borough. Mr. Rogalo stated he will complete the paperwork and review the application with Administrator McNeilly before submitting it electronically.
Mr. Stein dictated the following resolution:

RESOLUTION ENDORSING BOROUGH OF STANHOPE
ENVIRONMENTAL COMMISSION 2016 OPEN SPACE STEWARDSHIP GRANT
FOR ENVIRONMENTAL COMMISSIONS
WHEREAS, the Environmental Commission of the Borough of Stanhope was created by ordinance; and
WHEREAS, the Environmental Commission wishes to apply for the 2016 Open Space Stewardship Grant for Environmental Commissions; and
WHEREAS, a presentation was made by the Chairman of the Environmental Commission to the Mayor and Council at the March 22, 2016 council meeting, which presentation was approved by the Council;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Stanhope hereby endorses the application by the Borough of Stanhope Environmental Commission to ANJEC for the 2016 Open Space Stewardship Grant for Environmental Commissions.
On motion by Councilwoman Kuncken, seconded by Councilman Romano and unanimously carried by voice vote, the foregoing resolution was duly adopted.
Mr. Rogalo stated Clean-Up Day will be held on Sunday, April 24th during the hours of 1:00PM to 3:00PM. A table will be set up at the Valley Road School and at Memorial Park. Mayor Maio stated the bank behind the gas station on the left side as you enter the park can be cleared of trash and the weeds cut back. Administrator McNeilly stated the trash collected will be placed in a central area at each location. DPW will pick up the trash into one truck and bring it to SCMUA to be weighed and disposed of. The Mayor and Council thanked Mr. Rogalo for attending tonight’s meeting.
Website – Mayor Maio stated five companies were interviewed regarding the redevelopment of the Borough website. Administrator McNeilly has provided a comparison list. The Technology Committee has recommended contracting with Curio Electro and Administrator McNeilly is in agreement. Curio Electro is within the budget amount allocated and they will be able to provide the email conversion.
Councilwoman Kuncken stated the Technology Committee has expended a great deal of time and energy researching the redevelopment of the website and in her opinion the Governing Body is going to rely on the committee’s recommendation.
On motion by Councilwoman Kuncken, seconded by Councilman Romano and unanimously carried by voice vote, approval was granted to contract with Curio Electric for Stanhope Borough’s website design.
Administrator McNeilly stated Mr. Stein, Borough Attorney, has reviewed the agreement and a resolution will be prepared for approval at the next scheduled Mayor and Council meeting. At that time the current vendor will be notified that the Borough will be transferring the website domain and emails from his possession to the Borough’s. Mayor Maio stated the email addresses will remain the same.
Community Garden – Councilwoman Kuncken stated a packet of information has been distributed to the Governing Body from Administrator McNeilly regarding the community garden. Councilwoman Kuncken suggested a survey of the residents should be done to see where the interest lies. Mayor Maio suggested sending a survey in with the water bills and/or conducting a survey during the Stanhope Spring Festival. Administrator McNeilly stated information can be placed on the new website and on the Borough Facebook page.
NEW BUSINESS
ORDINANCES
Mayor Maio offered the following ordinance for Public Hearing and Final Adoption which was read by title:

Ordinance 2016-01
CALENDAR YEAR 2016 ORDINANCE OF THE BOROUGH OF STANHOPE,
COUNTY OF SUSSEX, NJ TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14)
WHEREAS, the Local Government Cap Law, N.J.S. 40A: 4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget up to 0% unless authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions; and,
WHEREAS, N.J.S.A. 40A: 4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years; and,
WHEREAS, the Mayor and Council of the Borough of Stanhope in the County of Sussex finds it advisable and necessary to increase its CY 2016 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and,
WHEREAS, the Mayor and Council hereby determines that a 3.5% increase in the budget for said year, amounting to $120,671.93 in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary; and,
WHEREAS, the Mayor and Council hereby determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.
NOW THEREFORE BE IT ORDAINED, by the Mayor and Council of the Borough of Stanhope, in the County of Sussex, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2016 budget year, the final appropriations of the Borough of Stanhope shall, in accordance with this ordinance and N.J.S.A. 40A: 4-45.14, be increased by 3.5%, amounting to $120,671.93, and that the CY 2016 municipal budget for the Borough of Stanhope be approved and adopted in accordance with this ordinance; and,
BE IT FURTHER ORDAINED, that any that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon, be filed with said Director within 5 days after such adoption.
On motion by Councilman Romano, seconded by Councilman Depew, and unanimously carried by the following roll call vote, the foregoing ordinance was adopted.

RECOMMENDING SUBMISSION OF THE BOROUGH OF STANHOPE’S
HOUSING ELEMENT AND FAIR SHARE PLAN DATED MARCH 7, 2016,
PREPARED BY WILLIAM HAMILTON, PLANNER, TO THE
SUPERIOR COURT OF NEW JERSEY
WHEREAS, the Borough of Stanhope, County of Sussex, State of New Jersey, filed a declaratory judgment action in the Superior Court of New Jersey, Docket No. SSX-L-428-15, seeking, inter alia, judicial approval of its affordable housing plan and immunity from builder’s remedies suits; and
WHEREAS, the Borough Council finds it is prudent to submit to the Court the Borough’s March 7, 2016 draft Housing Element and Fair Share Plan for approval; and
WHEREAS, the Land Use Board of the Borough of Stanhope has reviewed the March 7, 2016 Housing Element and Fair Share Plan, prepared by William Hamilton, Planner, and believes the Plan is consistent with the goals and objectives of the Borough of Stanhope’s Master Plan Amendment and adoption and implementation of the Housing Element and Fair Share Plan are in the public interest and protect public health and safety and promote the general welfare; and
WHEREAS, upon Court approval of the Borough’s Housing Element and Fair Share Plan, the Land Use Board shall hold a noticed public hearing to adopt such Plan;
NOW, THEREFORE BE IT RESOLVED, that the Borough Council of the Borough of Stanhope, County of Sussex, State of New Jersey, hereby approves of submission of the March 7, 2016 Housing Element and Fair Share Plan for approval by the Superior Court of New Jersey.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE GRANTING APPROVAL TO THE AMERICAN LEGION, MUSCONETCONG POST 278
TO CONDUCT A PARADE ON MEMORIAL DAY, MONDAY, MAY 30, 2016
WHEREAS, the Borough of Stanhope received a request from the American Legion, Musconetcong Post 278 to conduct their annual Memorial Day Parade through the Borough of Stanhope; and
WHEREAS, said parade is scheduled for Monday, May 30, 2016 to begin at 1:00 p.m. at the College Road School in Netcong and end at the American Legion, Musconetcong Post 278 on Route 183 in Stanhope.

BE IT RESOLVED by the Council of the Borough of Stanhope that they do hereby concur with the Mayor’s appointment of Marybeth DiBernard as Alternate #2 to the Recreation Commission, to fill an unexpired 5-year term, with said term to expire December 31, 2019.
On motion by Councilwoman Thistleton, seconded by Councilwoman Kuncken and unanimously carried by voice vote, the foregoing resolution was duly adopted.

MAYOR’S APPOINTMENT OF DPW LABORER LOUIS LILLMAN
WITH COUNCIL CONCURRENCE
Mayor’s appointment of Louis Lillman as DPW Laborer with Council concurrence.
BE IT RESOLVED by the Council of the Borough of Stanhope that they do hereby concur with the Mayor’s appointment of Louis Lillman as DPW Laborer effective March 28, 2016 at the annual salary of $41,429.00 to be pro-rated in CY2016, and in accordance with the provisions of the current DPW Collective Bargaining Unit’s contract.
BE IT FURTHER RESOLVED that said appointment and offer of employment shall be subject to the candidate passing a pre-employment physical examination, drug testing, and criminal background check and licensing verification, where appropriate.
On motion by Councilman Thornton, seconded by Councilwoman Kuncken and unanimously carried by voice vote, the foregoing resolution was duly adopted.
Mayor Maio stated Mr. Lillman is a former Marine who lives locally. Administrator McNeilly has interviewed him and Bill Storms is very pleased to have him join the DPW. The DPW now has a full staff after a very long haul. This will allow for two separate crews to work on two separate tasks.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE

WHEREAS, the Chief Finance Officer has certified that funds are available in the proper account; and
WHEREAS, the Chief Finance Officer has approved payment upon certification from the Borough Department Heads that the goods and/or services have been rendered to the Borough;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope that the current bills list, dated March 22, 2016 and on file and available for public inspection in the Office of the Chief Finance Officer and approved by the Chief Finance Officer for payment, be paid.

CITIZENS TO BE HEARD
Mayor Maio opened the meeting to the public after advising attendees that there is a five (5) minute time limit for each speaker.
Allan Bookspan, 1st Assistant Fire Chief Stanhope Hose Co., stated there are two small concerns.
One concern is regarding the dam project and the current condition of the lake which may limit access to drafting points. Mr. Bookspan suggested a stand pipe be installed near the dam. Administrator McNeilly stated the drafting point at the dam which is accessed from Route 183 by the gatehouse will not be affected by the Memorial Park enhancements. Administrator McNeilly stated a stand pipe was not included in the project and it is not included in the budget. There is a stand pipe envisioned in the Waterloo Road Bridge Replacement as recommended by Netcong. All the obstructions at the foot have been removed.
Mr. Bookspan stated from the side of the trucks they can only come out 30 feet to access the water to draft. Currently when the Fire Department drafts from the lake they pull down the road to the edge of the lake. Administrator McNeilly stated perhaps the last 25 feet of the fencing will be installed differently. Mr. Bookspan stated he will research the costs for installing a stand pipe for future discussion and where the best location might be.
Much discussion took place regarding locations available at this time for drafting and the Waterloo Road Bridge Replacement Project.
Mr. Bookspan asked for a link to be placed on the new Borough website for the Fire Department and the Ambulance Squad. Administrator McNeilly stated all links will be put in place on the new website.
Mitch Ellicott, Fire Chief, stated if a stand pipe is not a feasible part of the project, the Fire Department does have to have direct access to the lake. The area is also used to turn trucks around and set up water operations for fires on that side. Drafting has been done at Walton Street but in the summer when the lake is down it is not an option. The Fire Department has always been able to draft from the lake at the park. Mr. Ellicott thanked the Mayor and Council.
Mayor Maio thanked Mr. Bookspan and Mr. Ellicott for attending tonight’s meeting.
Seeing no one further from the public wishing to speak, Mayor Maio closed the public portion of the meeting.
