MAYOR’S STATEMENT AS TO COMPLIANCE WITH P.L. 1975
Adequate notice of this public meeting has been made in accordance with P.L. 2025, c.72, N.J.S.A. 35:3-2, and the Open Public Meetings Act, N.J.S.A. 10:4-6, et seq., inasmuch as a notice has been published on the Borough’s official Internet website, www.stanhopenj.gov, which is accessible and available to the public free of charge. A direct hyperlink to legal notices published on the Borough’s official Internet website is conspicuously placed on the website’s homepage. Notice was also placed on the official bulletin board in the Municipal Building.
Furthermore, notice of the change in meeting place and time was published on the Borough’s official Internet website, www.stanhopenj.gov on March 16, 2026 and was placed on the official bulletin board in the Municipal Building.
In the event the Mayor and Council have not addressed all items on this Agenda by 10:00 PM and they are of the opinion that they cannot complete the Agenda in a reasonable time period, the Mayor and Council may exercise their option to continue this meeting at an agreed to date, time and place. Please turn off all cell phones for the duration of this Meeting.

Mayor Wronko offered the following resolutions which were read by title.
Resolution 070-26 RESOLUTION APPOINTING JOSEPH JOHNSON AS
THE NEW CHIEF OF POLICE
WHEREAS, the Borough of Stanhope, by way Resolution 037-26, designated Joseph Johnson as the Officer in Charge of the Stanhope Borough Police Department effective January 13, 2026, until a new Chief of Police was selected and assumes office; and
WHEREAS, the Mayor and Council finds and determines that Joseph Johnson meets and exceeds all qualification requirements for appointment to the position of Chief of Police of the Stanhope Borough Police Department; and
WHEREAS, based upon the foregoing, the Mayor and Council has determined that Joseph Johnson is qualified to serve as Chief of Police of the Stanhope Borough Police Department and will be able to perform the duties of Chief of Police; and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope, County of Sussex and State of New Jersey that Joseph Johnson is hereby appointed to serve as Chief of Police of the Stanhope Borough Police Department, wherein he shall be responsible for performing all of the duties set forth in N.J.S.A. 40A:14-118, as well as any and all other rules and regulations pertaining to said position, effective March 24, 2026; and
BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon passage.

Resolution 071-26 RESOLUTION APPOINTING OFFICER DAVID DILAURI TO POLICE SERGEANT
WHEREAS, a vacancy exists in the Stanhope Borough Police Department in the position of Police Sergeant; and
WHEREAS, the Department of Civil Service of the State of New Jersey has certified a list of eligible candidates, who have qualified by competitive examination for appointment to the position of Police Sergeant; and
WHEREAS, Officer David DiLauri appeared on the list of eligible candidates; and
WHEREAS, the Police Chief recommends that Officer David DiLauri be promoted to the position of Police Sergeant, effective March 24, 2026.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope, County of Sussex and State of New Jersey that Officer David DiLauri is hereby promoted to Sergeant of the Stanhope Borough Police Department, effective March 24, 2026, at the annual salary in effect for that position; and
BE IT FURTHER RESOLVED that this resolution is subject to the approval of the Civil Service Commission.

OATH OF OFFICE
Borough Attorney Ursula Leo administered the Oath of Office to Joseph Johnson as Stanhope Borough Police Chief.
Borough Attorney Ursula Leo administered the Oath of Office to David DiLauri as Stanhope Borough Police Department Sergeant.
Chief Johnson took this opportunity to speak and thanked everyone for attending tonight’s meeting. Chief Johnson thanked Former Police Chief Steve Pittigher, present in the audience, who was Police Chief for the past 24 years, and on the Police Department for a total of 37 years. He stated that these are big shoes to fill, and he appreciates all the guidance Former Chief Pittigher has provided over the years. Chief Johnson congratulated Sergeant DiLauri, who began his career in Stanhope as a Patrolman, moved to Detective and now has been promoted to Sergeant. Chief Johnson is confident that Sergeant DiLauri will continue to do a great job. Chief Johnson thanked the Hopatcong Police Chief for recognizing the Stanhope Officers who were recently involved with the fire that occurred at the OSCAR Pet Shelter in Byram. Patrol Officer Popelka and Patrol Officer Anderson were first on the scene, and they were responsible for saving 43 dogs at the shelter. Chief Johnson then gave an overview of his life for those that do not know him. He grew up in this area, attended college locally and served in the Unite States Marine Corp. Chief Johnson provided a job history and the experiences which have led him to Stanhope. Chief Johnson thanked the Mayor and Council from the past and the present for the opportunities afforded to him, for which he is very grateful, and he stated he always strives to do his very best every day. Chief Johnson also thanked the Borough Administrator for his support. Chief Johnson thanked the Municipal Office Staff, Tammy, Nancy, Ellen and Linda for all their help. Chief Johnson thanked Ward, who has been working here at Borough Hall cleaning since 1969 and for all that he does for the Police Department. Chief Johnson also thanked the Stanhope Police Department who are some of the finest people he knows. Each of them would give their life for the other and for him. It has been an honor working with all of them and he looks forward to leading the department and providing them with everything that he can. These officers care about the community more than anyone will ever know and they are at work many times when they are not scheduled to be here. Chief Johnson thanked the Crossing Guards, who are the unsung heroes of the Police Department. They make sure that the children get across the roads every single day. Chief Johnson stated Ginny, the Records Clerk, or as she likes to be called the Office Manager, is the glue that holds the department together. Ginny’s calmness and ability to solve problems is greatly appreciated and he thanked her for all that she does. Finally, Chief Johnson thanked his wife and children for dealing with him and supporting this career choice. Chief Johnson stated this type of work can be very hard on families and he again thanked his wife Michele and all the family members present for providing the support needed for all the officers to do what they do.
Mayor Wronko called for a brief recess for refreshments and so that all the family and friends present could congratulate Chief Johnson and Sergeant DiLauri on their promotions.

ORDINANCES
Ordinances for Public Hearing and Final Adoption
Mayor Wronko offered the following ordinances for public hearing and final adoption which were read by title.
Ordinance 2026-05 CALENDAR YEAR 2026 ORDINANCE OF THE BOROUGH OF STANHOPE, COUNTY OF SUSSEX, NJ TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14)
WHEREAS, the Local Government Cap Law, N.J.S. 40A: 4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget up to 2.5% unless authorized by ordinance to increase it to 2.0% over the previous year’s final appropriations, subject to certain exceptions; and,
WHEREAS, N.J.S.A. 40A: 4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years; and,
WHEREAS, the Mayor and Council of the Borough of Stanhope in the County of Sussex finds it advisable and necessary to increase its CY 2026 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and,
WHEREAS, the Mayor and Council hereby determines that a 1.5% increase in the budget for said year, amounting to $64,031.40 in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary; and,
WHEREAS, the Mayor and Council hereby determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.
NOW THEREFORE BE IT ORDAINED, by the Mayor and Council of the Borough of Stanhope, in the County of Sussex, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2026 budget year, the final appropriations of the Borough of Stanhope shall, in accordance with this ordinance and N.J.S.A. 40A: 4-45.14, be increased by 3.5%, amounting to $149,406.60 and that the CY 2026 municipal budget for the Borough of Stanhope be approved and adopted in accordance with this ordinance; and,
BE IT FURTHER ORDAINED, that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and,
BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon, be filed with said Director within 5 days after such adoption.

Ordinance 2026-06 AN ORDINANCE OF THE BOROUGH OF STANHOPE, COUNTY OF SUSSEX, NEW JERSEY AMENDING ORDINANCE 2025-16 FIXING THE SALARY AND WAGES FOR BOROUGH EMPLOYEES AND OFFICIALS
BE IT ORDAINED by the Mayor and Council of the Borough of Stanhope, Sussex County, New Jersey, as follows:
SECTION 1. The annual salary, wage and compensation to the paid to Borough Employees and Officials as contained in Section 1 of Ordinance 2025-16 is hereby amended to modify the compensation for the Borough Clerk only:
Borough Clerk $90,000.00/yr.
SECTION 2 – SEVERABILITY
If any provision of this Ordinance or the application of this Ordinance to any person or circumstances is held invalid, the remainder of this Ordinance shall not be affected and shall remain in full force and effect.
SECTION 3 – REPEALER
All ordinances or parts of ordinances or resolutions that are inconsistent or in opposition to the provisions of this Ordinance are hereby repealed in their entirety.
SECTION 4: EFFECTIVE DATE
This Ordinance shall take effect immediately upon adoption and publication in accordance with law.

Ordinance 2026-07 AN ORDINANCE AMENDING CHAPTER 12 “ENVIRONMENTAL COMMISSION”, SECTION 12-2 “MEMBERSHIP; COMPENSATION; OFFICERS; TERMS; REMOVAL; VACANCIES” OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF STANHOPE
WHEREAS, the Environmental Commission was established as an advisory board of the Borough of Stanhope to provide advice, information and guidance on the protection, development and use of natural resources; and
WHEREAS, the Environmental Commission has requested a revision of the Borough Code to allow for a student liaison as non-voting member of the Environmental Commission; and
WHEREAS, the Mayor and Council desire to amend Chapter 12, “Environmental Commission”, Section 12-2, “Membership; compensation; officers; terms; removal; vacancies” of the Revised General Ordinances of the Borough of Stanhope to establish the unique term of office for the Student Liaison as reflected within this Ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Stanhope Borough Council, County of Sussex, State of New Jersey, that Chapter 12, “Environmental Commission”, Section 12-2, “Membership; compensation; officers; terms; removal; vacancies”” of the Revised General Ordinances of the Borough of Stanhope is amended as follows:
SECTION 1
Section 12-2 “Membership; compensation; officers; terms; removal; vacancies”, is amended to add a new subsection G as follows:
G. The Commission may, in its discretion, nominate a Student Liaison. The Student Liaison shall be:
- Preferably a member of the environmental or ecology club at their high school;
- An uncompensated volunteer;
- A high school student, ideally at Lenape Valley Regional High School;
- A non-voting member;
- 16 years of age or older;
- Appointed by the Mayor; and
- Serve for no longer than one (1) year.
The term of membership for the Student Liaison shall be for one year, from September 1 to August 31.
The Commission’s Chairperson shall determine the process for the student liaison submission and selection, along with such other applicable details.
SECTION 2
If any provision of this Ordinance or the application of this Ordinance to any person or circumstances is held invalid, the remainder of this Ordinance shall not be affected and shall remain in full force and effect.

Resolution 073-26 RESOLUTION OF THE MAYOR AND COUNCIL WAIVING THE WATER AND SEWER FEES FOR
19 HILL ROAD, STANHOPE, NJ
WHEREAS, Inna Earley, is the owner of the property located at 19 Hill Road in Stanhope Borough (the “Property”), which Property was damaged due to a fire on February 8, 2026 and is currently inhabitable; and
WHEREAS, per the Borough Code, Ms. Earley remains responsible for sewer and water fees for the Property, as set forth in Section 82-2 of the Borough Code; and
WHEREAS, since February 8, 2026, the Property has not been occupied by the homeowner and has not used any water and sewer; and
WHEREAS, Ms. Earley has requested a waiver of water and sewer fees incurred since the Property became inhabitable on or about February 8, 2026; and
WHEREAS, the Borough Council has considered Ms. Earley’s request and has determined that she should be responsible for all water and sewer fees up through the date of the fire at the Property on February 8, 2026, but should be exempt from paying water and sewer fees after such date, until such time that a Certificate of Occupancy is obtained for the Property.
NOW, THEREFORE, BE IT RESOLVED that Ms. Earley shall be relieved from the payment of water and sewer fees from February 8, 2026 through the time a Certificate of Occupancy is obtained for the Property.
Resolution 074-26 RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE GRANTING APPROVAL TO THE AMERICAN LEGION, MUSCONETCONG POST 278 TO CONDUCT A PARADE ON MEMORIAL DAY, MONDAY,
MAY 25, 2026
WHEREAS, the Borough of Stanhope received a request from the American Legion, Musconetcong Post 278 to conduct their annual Memorial Day Parade through the Borough of Stanhope; and
WHEREAS, said parade is scheduled for Monday, May 25, 2026 to begin at the College Road School in Netcong and end at the American Legion, Musconetcong Post 278 on Route 183 in Stanhope.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope, County of Sussex, State of New Jersey, hereby grants approval to the American Legion, Musconetcong Post 278 to hold a parade on Memorial Day, Monday, May 25, 2026 to begin at the College Road School in Netcong and end at the American Legion, Musconetcong Post 278 on Route 183 in Stanhope.

Resolution 075-26 RESOLUTION OF THE MAYOR AND COUNCIL OF THE BOROUGH OF STANHOPE AUTHORIZING PAYMENT OF BILLS
WHEREAS, the Chief Finance Officer has certified that funds are available in the proper account; and
WHEREAS, the Chief Finance Officer has approved payment upon certification from the Borough Department Heads that the goods and/or services have been rendered to the Borough;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Stanhope that the current bills list, dated March 24, 2026, and on file and available for public inspection in the Office of the Chief Finance Officer and approved by the Chief Finance Officer for payment, be paid.

CITIZEN’S TO BE HEARD
Mayor Wronko opened the meeting to the public after advising attendees that there is a five (5) minute time limit for each speaker.
Nancy Hoyt asked when Lawrence Avenue will be paved. Administrator McNeilly stated the schedule is still being worked on. It could be as soon as this year. This has to be coordinated with the vendor from NJ Natural Gas. They are responsible for a single lane replacement unless the gas line meanders down the full width of the road.
Seeing no one further from the public wishing to speak, Mayor Wronko closed the public portion of the meeting.
